Raleigh Water maintains an expansive underground system of 5,170 miles of pipes — a network long enough to stretch from Raleigh to Los Angeles and back. Officials argue that these aging pipes pose a risk of water main failures and environmental hazards if not replaced in time.

To address this, the utility has opted for steady annual investments rather than waiting for emergency situations that would demand abrupt, large-scale rate hikes. According to a statement from Raleigh Water:

“Despite rising costs across the utility industry, Raleigh Water ratepayers have experienced some of the lowest and consistent increases in the state. By investing steadily each year, we can proactively address infrastructure needs, minimize sudden, steep rate hikes, and deliver reliable service while maximizing the value of every dollar spent.”

City officials suggest that families can offset the increase by moderating their water usage. Simple measures such as upgrading to efficient appliances and promptly fixing leaks can help keep monthly charges in check.
