What Happened During the Minnesota Water System Cyberattack?

A coordinated cyberattack targeted more than 30 community water systems across Minnesota between July 26 and July 27, 2026. According to Minnesota IT Services, investigators discovered unauthorized access with malicious intent involving multiple utility systems.

Among the first communities to publicly report incidents were Plymouth, South St. Paul, Maple Plain, and Braham. The FBI confirmed it was working with state and local officials while the investigation remained active. Authorities had not identified the individuals or organization responsible.

Minnesota IT Services spokeswoman Emily Zimmer told Reuters investigators classified the event as an attack because they found “unauthorized access with malicious intent directed at these systems.”

 

Was Minnesota’s Drinking Water Safe?

State and local officials reported no evidence that finished drinking water had been contaminated. Residents were not instructed to boil water or change how they used their water supplies.

Most affected utilities continued operating through manual controls, backup procedures, and direct oversight from utility employees. While hackers may have accessed communications or automated control systems, officials said they did not successfully alter water treatment or distribution.

The incident demonstrates an important distinction. A cyberattack does not automatically mean drinking water has become contaminated. Plymouth

Plymouth reported that a suspected cyberattack disrupted cellular communications connected to two water towers and several wastewater lift stations. City officials said water quality and water levels were not affected while crews restored communications.

Maple Plain

Maple Plain experienced a cybersecurity incident involving technology used by its water utility. Automated controls were affected, but employees maintained operations manually. The city council held an emergency meeting to accelerate response efforts and strengthen protections for critical infrastructure.

Braham

Braham temporarily asked residents to reduce water use after its water plant went offline during the incident. Operations returned to normal later that morning, and officials confirmed the water remained safe to drink.

Why Are Water Utilities Vulnerable?

Modern water utilities rely on industrial control systems that manage pumps, valves, treatment equipment, storage tanks, and wastewater facilities. Remote connections, cellular communications, internet-connected devices, and supervisory control systems improve efficiency but also increase cybersecurity risks.

Federal agencies, including the EPA and CISA, have warned that many utilities remain vulnerable because of:

Investigators have not publicly attributed the Minnesota attacks to any specific country or organization. Officials cautioned that similarities to previous attacks should not be treated as evidence until the investigation is complete.

The Minnesota cyberattack demonstrates that protecting public water now requires both physical security and digital security.

Treatment plants continue to rely on trained operators, secure facilities, and routine testing. Increasingly, they must also defend networks, remote connections, and industrial control systems from unauthorized access.

What Should Residents Do After a Water Utility Cyberattack?
